DG set noise norms: 75 dB(A), acoustic enclosures, and how to actually pass

A diesel generator set up to 1000 kVA manufactured or imported in India on or after 1 January 2005 may emit no more than 75 dB(A) at 1 metre from the enclosure surface — and must leave the factory with an integral acoustic enclosure. That is why every modern Indian genset is a canopy, not a bare engine on a skid. Here is the rule, and the second test most people forget.

Where the 75 dB(A) rule comes from

The noise limit for diesel gensets was notified as G.S.R. 371(E) on 17 May 2002 — entering the Environment (Protection) Rules’ standards schedule at serial no. 94 — and refined by amendments ending with G.S.R. 215(E) of 15 March 2011. The operative sentence has not moved since: the maximum permissible sound pressure level for new DG sets up to 1000 kVA, manufactured on or after 1 January 2005, is 75 dB(A) at 1 metre from the enclosure surface.

Two details in that sentence do the real work:

  1. The trigger is the manufacture date, not the installation date. A set built in 2004 and still running today was never bound by the 75 dB(A) limit — it lives under a different paragraph of the same rules (below).
  2. The enclosure must be integral. The rules state that these sets “should be provided with integral acoustic enclosure at the manufacturing stage itself.” A canopy welded up by a local fabricator after purchase is not what the certification covers.

And note what this rule is not: an emission norm. The CPCB IV+ regime changed what comes out of the exhaust, not how loud the set may be — the 75 dB(A) limit predates CPCB IV+ and survives it unchanged.

One rule, two regimes

The same notification covers every other genset in the country — pre-2005 machines and sets above 1000 kVA. For those, the obligation shifts from the manufacturer to the user:

Both regimes are enforced by the State Pollution Control Boards and Pollution Control Committees. For user-end treatment the rules even prescribe the measurement: insertion loss checked at several points 0.5 m from the enclosure or room and averaged, preferably at night when ambient noise is low enough to see the true performance.

What an acoustic enclosure actually is

Strip the jargon and an acoustic enclosure is a steel box engineered to leak as little sound as possible while still letting a hot engine breathe: a canopy around the engine-alternator skid, lined with sound-absorbing material, with baffled air inlet and outlet paths sized so cooling air gets in without noise getting out, and an exhaust silencer doing the same job for the exhaust note.

The design target is not a matter of taste — the regulation states it. An open industrial diesel engine heard from a metre away is far louder than any ambient standard tolerates, and the rules set the floor for closing that gap at 25 dB(A) of insertion loss — the difference between the noise level with and without the treatment. Manufacturers are explicitly required to offer a standard enclosure of 25 dB(A) insertion loss and a matching 25 dB(A) muffler. That is why the same figure appears on virtually every enclosure datasheet in India: it is the regulation’s own number, not an industry convention.

The corollary matters on site: an enclosure only delivers its insertion loss as built — which is why the rules also demand installation strictly per the manufacturer’s recommendations and a preventive-maintenance routine, precisely because noise levels deteriorate with use.

Who certifies it — and why “use” is the sharpest word in the rule

For sets in the 75 dB(A) regime, compliance is proven at the factory, not claimed at your site. Every manufacturer, assembler or importer must hold a Type Approval certificate for each model and a Conformity of Production certificate renewed every year — the first proving the design meets 75 dB(A), the second proving the production line still builds what was approved. Six agencies are authorised to certify — ARAI, ICAT, NSTL, FCRI, NAL and the National Test House (Northern Region) — with CPCB as the nodal agency; export and sample units are the standing carve-outs (the same notification’s one-time defence exemptions have long lapsed).

The clause that should interest buyers and hirers is 3.3: no person shall sell, import or use a model without valid certificates. Use. The prohibition lands on the operator, not just the seller. The practical check is printed on the machine — every compliant set must carry a durable conformance label stating the 75 dB(A) at 1 m limit, the Type Approval certificate number, the date of manufacture and a declaration of conformity to the Environment (Protection) Rules, 1986. If a vendor’s canopy has no label, that is your answer.

One more provision for anyone moving big sets: gensets above 250 kVA must travel either as a complete certified unit with the enclosure fitted, or dismantled with the genset’s number marked on the enclosure and silencer — and the SPCB monitors noise compliance after reassembly at site.

The second test: ambient noise at your boundary

Passing 75 dB(A) at the canopy does not end the matter — a different law measures a different thing in a different place. The Noise Pollution (Regulation and Control) Rules, 2000, which name generator sets among the sources they exist to control, set ambient limits by zone in dB(A) Leq:

A silence zone is the area within at least 100 metres of hospitals, educational institutions, courts and religious places, or any area declared as such; your state government categorises every other area into one of the four zones. Rule 4(1) is blunt: noise levels in any zone shall not exceed these standards. Rule 7 gives any person the right to complain to the authority — a District Magistrate or police officer, not just the pollution board — once levels exceed the zone standard by 10 dB(A) or more.

Read the two tables together and the design problem is obvious: a factory-fresh 75 dB(A) set running at night outside a residential building faces a 45 dB(A) Leq standard at the boundary. The genset rules put this burden on the user — bring the noise outside your premises within ambient requirements through proper siting and control measures. Distance, orientation, compound walls and what the set faces at 2 a.m. are as much a part of compliance as the canopy.

What this looks like on our fleet

Every canopied Cummins set on our rental ladder — 25 to 750 kVA — carries the same line on its specification: 75 dB(A) at 1 m at 75% load, free-field, per MoEF/CPCB. Those are the test conditions Cummins certifies against, which is why an honest spec sheet states them instead of printing a bare number.

The two largest ratings we deploy — the 1010 and 1250 kVA K-series sets — are open sets: engines above 800 kW, no factory canopy, no noise rating printed on the spec sheet. For those, the user-end rules apply, and acoustic treatment is engineered into the deployment itself — planned alongside the crane day and cable runs, not bolted on after the first complaint. Sets of that class bring the rest of the >800 kW compliance load with them too, including the separate exhaust stack height rules.

The mistakes that draw complaints

  1. Treating 75 dB(A) as the site test. It is a manufacture-time certification limit measured at the canopy. Your neighbour complains under the ambient rules, where the night-time number may be 45 dB(A) Leq at your boundary.
  2. Hiring or buying a set with no conformance label. The prohibition on uncertified models covers use — the operator’s problem, not just the seller’s.
  3. Running with the enclosure compromised. Propped-open doors and missing panels quietly convert a compliant set into a non-compliant one.
  4. Siting the set against the most sensitive boundary. The rules make outside-the-premises noise the user’s job; distance and a change of orientation are the cheapest decibels you will ever buy.
  5. Forgetting that night changes the arithmetic. Every zone’s limit drops after 10 pm — the hours when a standby set covering an outage is most audible and complaints are most motivated.

Getting it right

Every set in our rental fleet goes out certified, labelled and canopied — or, above 800 kW, with acoustic treatment engineered into the deployment.
